Victoria was a small community on the West Coast near Eugene Oregon. It was built around a lavish homestead once owned by one rich billionaire or another. The residence offered built in protection in the form of a stone and concrete wall that surrounded the place. It was taken over by FEMA when the outbreak started, used as temporary housing and for medical care on site, abandoned when the plague grew too large and started to consume everything.
It was a community of several dozen people living and surviving together, each one lending their skills to help the community survive. The main structure consists of a large multi bedroom mansion house that consists of over sixteen bedrooms. This building is surrounded by a concrete block wall. All of the vehicles and important supplies are stored in this area. It is known colloquially as the inner or main wall. Beyond that is the outer wall, a tall structure that surrounds the place made from large sheets of corrugated metal re-enforced with steel beams. Beyond this is a tangled mess of razor and barbed wire that also encircles the community.
Between the inner and outer wall are where most of the community takes place. The outer wall has two entrances, both a larger main entrance and a smaller secondary entrance to the left. On either side of the front entrance are the community gardens. To the left of the community are all of the small houses where most of the community lives. Two rows of FEMA temporary housing trailers that have been converted into permanent living dwellings sit inside the outer wall, ten of them in total.
The FEMA trailers can house two families, complete with built in air conditioning. It is not the most lavish or comfortable of conditions but none complain.
When this all started their main defense was against the walking dead but now it is against people as much as it is anything else. Everyone has a roll in the community with several people with the proper know how and expertise assigned to the security of the community. They are assigned to the upkeep and further fortification of the community against attack. Their job is the continued upkeep of the communities fortifications and the addition of new fortifications.
Several large solar panels provide electricity for the community and they have a rain catching basin as well as fresh water with a water purification system that provides their drinking water. Nearby the community are a series of large air raid sirens left over from World War II that up until the apocalypse took place were still in use as an early warning system. Two of these have been repurposed for use as a distraction to draw away large hordes of Zombies were they to assault the community en mass. The first is located a half mile away from the community in one direction, the second over two miles away in the other direction. They are loud and annoying, perfect for drawing away hordes of the undead.
The community has several outer perimeter defenses to horde of zombies and, if needed, people. The first of those beyond the outer wall is concertina wire that has been affixed to the outer wall, making it difficult to get near or scale the wall.
The second of the defenses is yet more concertina wire stretched out across the landscape between the crop fields and the outer most wall.
The third of these defenses are several rows of large wooden poles sharpened to a point and driven into the ground, making it difficult to pass them and for zombies impossible.
The community makes regular trips out into the world, sending two person scouting missions in search of both people and supplies. They have a few questions for anyone they do find:
How many walkers have you have you killed?
How many people have you killed?
Why did you kill them?
Why do you think you belong in a community?
What skills can you offer a community?
And lastly, can we trust you?
And sure, people can lie. Hard to trust much with the world gone to shit, but they act as a baseline towards the truth and trusting someone. This world is full of dangerous people looming out for themselves above all else and they are often far more dangerous then the undead. The undead can be pretty predictable. People on the other hand... The community has a set of laws in place, agreed to by the high council, led by Osiris. The constructed two jail cells to house those who cannot follow the rules for a determined amount of time. Those who cannot abide by the rules of the community and are deemed a danger and unfit are cast out. Those who commit grievous crimes such as murdering another in the community are put to death. Too cast them out is to risk the community.
